Itanagar, Jan 27: Giving a clarion call for making a clean, green and plastic free ‘Arunachal’, Governor, Gen (Retd) J J Singh yesterday exhorted people to venture into developing the state as ‘tourism capital’ of the country.

''Tourism activities will not only be a force multiplier for the economic growth of Arunachal but are also in consonance with our time-honoured traditions of respecting and offering bests to our guests so that they continue to remember us,'' the Governor said in his Republic Day address at the Indira Gandhi Park here after unfurling the tri-colour.

Creation of Brand ‘Arunachal’ would be the work of a generation rather than of any individual and each one needs to add their bricks to the edifice, he added.

Outlining the priorities of the state government, Gen Singh stated that the government was committed to ensuring peace and security to the people and to free them from social injustice, ill-health, inequality and promote education amongst all.

''My government will continue to give priority to eradicating poverty and checking corruption while carrying forward the development agenda of providing maximum employment opportunities to the youths,'' he stated.

The government in its endeavour in pursuing developmental agenda would continue to be guided by the twin principles of transparency and responsiveness, he said.

Expressing gratitude to the Centre for extending unflinching support to Arunachal, Gen Singh said over the last one year, the state occupied a position of eminence and strategic importance on the national mosaic.

He said, various projects under the Prime Minister Mega Developmental package announced during January 2008 were progressing smoothly.

''The process of constructing Secretariat and Assembly buildings has already begun and will be completed within two years. The Ministry of Defence has already started taking over the possession of Advanced Landing Grounds (ALGs) at eight locations for their upgradation. Work on railway line to state capital and the Trans Arunachal Highway is also progressing smoothly,'' he added.

The governor, while appreciating the police forces and para military forces for maintaining law and order, disclosed that 51 cadres of various underground outfits have surrendered in Tirap district recently. ''The state government is actively considering the adoption of a Surrender Policy for the state which will inspire even more misguided boys and girls to give up the cult of the gun and join the mainstream, he revealed.

Highlighting the various achievements of the government, he informed that to make qualitative and quantitative improvements in the education sector, the government made vigorous efforts for streamlining Mid-day Meal Programme with the result that there has been a considerable fall in the drop-out rate.

''An amount of Rs ten crore has been earmarked for purchasing school books from NCERT for subsequent free distribution among the poor and needy students,'' he added. A national Institute of Technology (NIT) has been sanctioned in the state and would start functioning with the academic year 2010-11. A giant step has been taken to bridge physical distance education by commissioning the EDUSAT project, setting up 50 Satellite Interactive Terminals at various locations, he informed.

''The government has allotted 34,800 mega watt worth of hydro- power potential sites to various power developers besides adopting Rehabilitation and Resettlement Policy which will address the issue of displacement of local inhabitants in and around project site,'' he explained.

Stressing on the need to adopt a more commercial approach towards agriculture by increasing the area under cash crops and also through location specific crop production and better marketing support, the governor said double cropping scheme needed to be vigorously introduced in all districts of the state.

About 32, 735 households in the state were provided employment under the National Rural Employment Gurantee Scheme, which was extended to all the districts this year and under the Pradhan Mantri Employment Guarantee Programme, the state was able to achieve cent per cent result, he elaborated.
